How the hell should any of us know...?
Actually, I know. He's the laughable candidate slated to take on Republican powerhouse Tom Craddick.
Bill Dingus' history pretty much goes like this...he went to college, got a graduate degree, had a family, and a job, was a city councilman for 3 terms and decided he wants to take on the Speaker of the House Tom Craddick...HA! But it's going to be okay because, as his campaign slogan reads he's "One of the good guys"...
Call me crazy but with his last Cash On Hand report sent to the Texas Ethics Commission he had a whopping $750 come in and spent by his campaign, just enough to cover his filing fee...Craddick has over $4 mil cash on hand. Just seems like Mr. Dingus ::giggle (Dingus):: excuse me, former Councilman Dingus, is gonna be the good guy that definately finishes last. Although it does seem that being unqualified, underfunded, inexperienced is pretty much the Demos paradigm for this years candidates, by that standard it's easy to see why they love Dingus...
Ha. Dingus.

Plus the fact that Dingus is not even qualified. A federal judge upheld the RPT's claim that Dingus filed to run for state rep BEFORE he left his job as city councilman. He will remain on the ballot but if he wins (which he has no chance), he wouldn't be able to take his seat on the House floor.
The only impact he's had is to give Craddick just another excuse to raise more money!
He's hired an attorney and apparnetly is filing a suit against the TDP...interesting.
